My personal opinion is that a FEW high schoolers can learn and understand a
college-level A&P. However, in my experience, most high schoolers "learn"
the info, but have no context or life experiences to truly understand and
use the information.
I have had smart high schoolers in my classes who did very well in
supposedly college-level high school A&P, even to the degree of learning
much of the same information. But they had to attend lectures and learn to
understand and use the information. Without the classes to do this for
them, they did fair to average work.
My opinion is that the students in high school are not "mature" enough, do
not have enough life experiences, do not have enough other knowledge to
connect to, to truly understand and use the information.

Is there a HAPS position on dual enrollment (high school students
enrolled in college classes)? High schools in our area would like to
teach A&P at the high schools and award those high school students
college credit for taking A&P.
My personal opinion is that high school students have not developed the
neural connections necessary to perform well in second-year science
(unless of course the content is watered down to the high school level).
I've had high school students attempt A&P and rarely are they
successful.
