The question was whether enzyme inhibition qualifies as 'negative feedback'.  I think it unquestionably does.  Whether it's called a 'control system' is another matter.  I'm not aware of any strict scientific definition of  'control system'.  It seems to me that in the general sense of the term, product inhibition of a metabolic pathway is a kind of control system.  It controls the concentration of the product, preventing wasteful production of product that isn't needed.

Biochemistry is full of metabolic pathways where the end product, or even sometimes intermediates, inhibits the first or second enzyme in the pathway.  This was always considered to be negative feedback in every text I've ever seen.  So, if I understand you correctly, the answer is yes.  It's a negative feedback homeostatic mechanism.
