Phebe doubts the sincerity of Silvius' declaration of love, much as Rosalind wants to test Orlando. However, when Rosalind sees Phebe abusing Silvius, she feels sorry for Silvius and takes his part, probably acknowledging her own feminine feelings of love. Rosalind makes a similar speech when she says "Men have died from time to time, but not for love."
