Richard seems to be a day late in getting back and so loses whatever support he could have had from the Welsh.

Thy sun sets weeping in the lowly west

Again, if the king is associated with the sun through the Great Chain of Being, then this is a prophesy of Richard's decline and loss of the crown in this evaluation of Salisbury's.  Again, as would be expected by a Renaissance Christian Humanist, the elements reflect the human condition, with storms coming on for Richard.
