Module #6:THE EMERGING
CONCENTRATION POLICY


 

I.     Prerequisites :   Admission to the course.

II.    Estimated Time :  1 - 2 Class sessions.

III.   Goal of the Module :  This module will provide learning activities designed to
enable the student to analyze and examine the major events and concepts of
westward expansion that ultimately encompasses the Civil War.  Included will be
the ideals and needs of the American government and the needs and resulting
impact on Indian tribes.

IV.  Pre-assessment :  Before beginning this module, complete the paper and
      pencil test.

V.   Objectives :     After completing this module, the student will be able to :

       A.  Analyze the development of Indian Administrative Agencies :
             1.  Recall the jurisdictional issue created by the Northwest Ordinance
                  of 1787.
             2.  Recall provisions of U.S. Constitution regarding Indian affairs.
             3.  Recognize Secretary of War’s position in this area.
             4.  Identify Thomas McKinney.
             5.  Recall provisions of 1832 and 1834 Indian Affairs bills passed
                  in Congress.

         B.  Examine the concept of  “Manifest Destiny”:
              1.  Identify John O’Sullivan.
              2.  Cite three major trails westward utilized during this period.
              3.  Recall impact of Texas annexation on Indian tribes of that region.
              4.  Recall significance of Oregon and Washington on Indian Affairs
                   and the Indian response.
              5.  Recall the American expansion into California and Utah and the
                   Indian response.
              6.  Recall American expansion into New Mexico and the Indian
                   response.
              7.  Recognize the impact of the Kansas-Nebraska Act on Indian
                   relations.
              8.  Delineate the federal government’s official view with regard to
                   Indian Territory in the post-removal period.

         C.  Delineate the importance of the Hitchcock Mission.

         D.  Describe Lea’s reservation policy and the resulting reduction of
               Indian Territory.

         E.  Delineate two goals of the Confederacy at the onset of the
               Civil War.

         F.  Compare and contrast the Union with the Confederate view
               toward Native Americans.

         G.  Describe neutral Indians role in the Civil War

         H.  Identify Stand Watie.

          I.   Delineate the impact of the Civil War on Indian tribes in Indian
               Territory, particularly the Five Civilized Tribes.

VI.     Instructional alternatives :

          A.  Read the following :
               1.  Text :  Edmunds, Chapter10-11
                    Gibson, Chapters 13-15 and Mintz, Chapters 15-16

          B.  View the following videos at the Palomar College Library:

          C.  Lectures:
                1.  Lecture : Unit IV Introduction
                2.  Lecture 61: "Manifest Destiny": American Expansion and

           D.  Images :
                1.  Indian Land Cessions 1850-1890

VII.     Post - assessment : Complete the objective test at the end of
          module seven.

VIII.    Remediation :  If mastery criteria is not achieved, check with the
          instructor to obtain the necessary alternatives to master the objectives.
