Module #3 : The Legislative Branch
and the Indian




I.          Prerequisites :   Admission to the course.

II.         Estimated Time :  3 - 4 Class sessions.

III.       Goal of the Module :  This module will provide learning activities designed to enable the student to enumerate some of the powers / functions tribal governments as well as Congress in Indian affairs including the role of the committee system, how the legislative process operates and the major intent and impact of Indian legislation during the past two centuries.

 IV.       Pre-assessment :  Before beginning this module, complete the paper and pencil test.

 V.        Objectives :      After completing this module, the student will be able to :
            A.        Enumerate at least five legislative powers used by tribal governments.
            B.
        Enumerate and define the role of the committee system of Congress and list those that handle Indian affairs.
            C.
        The student will be able to delineate the steps that it takes for a bill to become a law.
            D.
        The student will be able to discuss the major pieces of Indian legislation enacted by Congress including : The Removal Act, Dawes Act, Seven Major Crimes Act, Indian Citizenship Act, the I.R.A., Claims Commission, PL280, 1968 Indian Civil Rts. Act, Self-Determination Act, HR9054, Fed. Indian Gaming Act.

                        1. Lecture 100: The Development
                            and Implementation of the
                            Termination Policy, 1944-1968
                        2.

 VII.      Post - assessment : Complete the objective test at the end of
            module #5.

VIII.     Remediation :  If mastery criteria is not achieved, check with the instructor to obtain the necessary alternatives to master the objectives.
