 Module #6: THE  TERMINATION  PERIOD

I.    Prerequisites :   Admission to the course.

II.   Estimated Time :  1 - 2 Class sessions.

III.  Goal of the Module :  Both the reforms of the 20’s and 30’s
     and the philosophy which guided them were soon to be
     accepted as having failed.  Out of this dissatisfaction, the
     national policy of termination was forged in the decade
     from 1943 to 1953.  It was intended to get the government
     “out of the Indian business”  (federal programs which
     could be eliminated, and services which could be
     transferred to state and local agencies).
          As termination became the dominant goal of Indian
     policy, other programs were reinterpreted.  Continuing
     reservation development projects, Indian health services,
     and education programs were reappraised.  The
     relocation program, intended to provide technical
     training and urban employment for Indians, complemented
     the goals of termination programs by encouraging
     assimilation and independent economic development.

              2.     Delineate the major finding of the 1948 Hoover
                      Commission.
              3.     Delineate How participation in World War II
                      aided the assimilation policy.
      B.    Analyze the impact and consequences of the Indian
              Claims Commission  :
              1.     Delineate the original intent of the Commission.
              2.     Delineate the federal government’s justification
                      for the withdrawal of federal services.    
              3.     Delineate one of the consequences of the claims.
      C.    Analyze the impact and the consequences of the
              Relocation Program  :
              1.     Delineate the role of Dillon S. Myers in this
                      program.
              2.     Delineate the role of Congress in this program.
              3.     Delineate the goal of this program.
      D.    Assess the enactment of the Termination Policy  :            
              1.     Delineate the role of House Concurrent
                      Resolution 108 in implementing the policy of
                      termination.
              2.     Delineate the provisions of Public Law 280, its
                      purpose and intent.
              3.     Delineate the provisions of Public Law 277.
              4.     List in detail the effects of termination on at
                      least one specific tribe.
