Module #6: THE TERMINATION PERIOD

III. Goal of
the Module : Both the reforms of the 20’s and 30’s
and the philosophy which
guided them were soon
to be
accepted as having failed. Out of this dissatisfaction, the
national
policy of termination
was forged in the decade
from 1943 to 1953. It was intended to get the
government
“out of the
Indian business” (federal programs which
could be eliminated, and services
which could be
transferred to state and local agencies).
As termination became the dominant goal of Indian
policy, other
programs were
reinterpreted. Continuing
reservation development projects, Indian health
services,
and education
programs were reappraised. The
relocation program, intended to provide technical
training and urban employment for Indians, complemented
the goals of termination programs by
encouraging
assimilation and independent economic development.
